09/06/2017 AT RISK MEMO
Hoppy is at-risk with an experienced determination. She displays fearful behavior in the shelter setting and does not appear to be thriving. She remains inside of her cubby and becomes stiff and alert when approached, pressing her body against the wall and curls up to make herself appear smaller. She allows all petting, but remains completely tense and appears uncomfortable.
